The count
Bank holidays come only from GOV.UK's bank-holidays.json, England and Wales, Scotland and Northern Ireland together, including one-off and substitute days as GOV.UK lists them. No date is given past the last date GOV.UK has published.
The rule, in the regulation's own words

Regulation 3(1): "A landlord who has received a tenancy deposit in connection with a relevant tenancy must, within 30 working days of the beginning of the tenancy—
(a) pay the deposit to the scheme administrator of an approved scheme; and
(b) provide the tenant with the information required under regulation 42."
Regulation 2: "“working day” means a day that is not a Saturday or Sunday, nor any day that is a bank holiday under the Banking and Financial Dealings Act 1971 in any part of the United Kingdom"
The deposit payment and the regulation 42 information are due by the same date. Regulation 3(1) gives both duties the same 30 working days.

"You must do this within 30 working days of the tenancy starting."

"The tribunal can order you to:"
"pay them compensation of up to 3 times the deposit amount"
How the page counts
- We count the tenancy's first day as day 1 if it is a working day, which gives the earliest reading. Counting from the next day would give one working day later. The regulation says 'within 30 working days of the beginning of the tenancy'.
- Weekends are skipped. Every bank holiday on GOV.UK's list for England and Wales, Scotland or Northern Ireland is skipped, and each one skipped is listed under your result with its nation.
- Only days GOV.UK has published are counted: if the 30 working days would run past its last date, the page says so and gives no date.
- Check your own count; this is a guide, not legal advice.
